I am with you... I was told it should be out by the end of this year... it is getting close. But they have not given me a release date.
I was told by Craft Edge that, if you buy the old version and the new version comes out within 30 days, you get the upgrade for free.... but since we don't know the release date, you would be taking the chance that you might have to buy both versions. I am so frustrated. You would think they would just want us to buy and use the product.... My husband thought they should promise us an upgrade, for good business practice. To get us hooked and telling our friends about it. But so far, no luck. I have an email out to them asking if they new the release date, but have not received a reply. So for now, I just sit and look at my trial version and sigh.

The difference between SCAL1 and SCAL2 is significant. It is not an upgrade but a redesign with many more features and abilities. Most software companies do not give a significant update away, Adobe for instance.
Also because of the differences between the two program you will have both available as, at least in the Windows version, the two programs operate independently.
And one more thing. The cost of SCAL is about the same as 2 carts for the Cricut or in some cases one cart. I for one think this is a great deal and will have no problem buying, at full price, the new version for my Mac when it is available.
