How to change jpg to svg in inkscape

I'm new to scal and would like to know how to change a jpg file into a svg using inkscape. I can't get it into inkscape to change it. I don't know inkscape and use only paint shop pro 7 to edit in. The image dl file is in a choice of 4 and I don't know which on to pic. I only know jpg's and gifs. thanks for any help. I can't wait to start creating with my cricut!

If you have worked on the image in PSP, the easiest way is to past it into Inkscape. If you are taking the file directly to Ink, you can either open or import it. Once you have the image in Ink, you need to trace it. From the menu, Path/Trace bitmap. If your image is a true black and white, you can select OK. If it is colors or shades of gray, you will need to play with the settings a little. Once your image is traced, you will have a trace (called a Path) on top of your image. Look through the tutorial section. There are some good tutorials there.
