I have seen this monogram ALL OVER the internet...except where I can buy or download it! Does anyone know where it can be bought or downloaded from???

That is probably a free font. Have you looked at Regal? Not sure which it is. I'm sure someone will know.

That looks like Goudy Initialen http://www.dafont.com/goudy-initialen.font

Dafont has a category called Initials that has many fonts like this. http://www.dafont.com/theme.php?cat=116
