If you are using inkscape just duplicate your number 1 and number 3 and then use path/outset..
If you are using scal2 use the shadow feature ...by duplicating your numbers once again and then do the duplicate numbers in the shadowed option... if you notice there is a number beside the shadow.. set it to either 2 or 3... depending on how thick you want the outlined color.. Then cut out your sets in 2 different colors.. if you want yellow and blue.. then do the smaller numbers in blue and larger numbers in yellow.. and center your smaller numbers in the larger numbers...

Just make two shadows then. In the photo below I typed the number 13 (red layer), copied it and pasted it twice and adjusted the shadow. Group your shadow layers together if you want them to cut as a thin line.

If you are doing this in Vinyl, check out this topic. On the fourth posting, there is a You Tube video about doing a two color vinyl. You might want to watch this. This does work as I have done it myself. This way you can line up your outline before you stick the vinyl on the car.

If I'm not mistaken at what I think you want, you can find the directions in a reply HeatherM gave to me a good while back. While I was trying to go around a word, You could go around a letter the same way. http://forums.surecutsalot.com/viewtopi ... =14&t=7982 You'll have to scroll down to see her answer to my question and you have to ignore that this thread is about polka dot fonts.
