When I take a jpeg file and try and convert it to a svg file I always seem to get a double line on the image. I would really appreciate it if someone could tell me what I am doing wrong.

You aren't doing anything wrong. Inkscape traces where light and dark meet. If you have a line, it traces both sides, if you have a black silhouette, it traces the outline. If you want your snowmen as paper piecings, select your traced image, then from the menu, Path/Break apart. Change your view to Outline mode, then move the pieces by color to where you want them. The earmuffs will have to be handled a little differently since they are open. I would either draw an ellipse around the inside or outside, then select both your ellipse, and the ear muff pieces, and Path/Union. HTH
