Need some help on conversion

I have the following image that I have tried to clean up in Inkscape, but I cannot get the arrows aligned correctly. So, if anyone can help with the conversion from .jpg to and .svg, I'd be very appreciative.

Thank you guys so much. I normally work it out for myself, but my brain just would not cooperate...or maybe it was Inkscape!
