How do you do this???

I saw this on Etsy, and I want to know how she did it!
(Not that I'm going to copy her work, but that I want to know if there's a cutter out there that can be programmed to cut out a graphic this precisely.)

Does anyone know? It's been a while since I last bought a cutter, but if there's one that can do this now, I'm in!!!

The method is called " print to cut" or P2C and most any of the newer cutters can do it. The Sizzix eclips, the Camoeo etc. Look for videos on print to cut and they will show you how.
