Can someone help with this cut?

I am new to this but I really like how this cut was done and I dont know how it was done. I dont understand how they did him white and has the outline in red around him and on his face. Using Scal.

that is cut of vinyl and when weeded and still on the paper it give the appearence that it is red and white when on a window it will show the window where thwe white is
