matting instructions in inkscape

Can somebody please link me to the thread with the mattting instructions for inkscape in them., I know I saw them somewhere.

Making a Mat using Inkscape

Go to "Edit" and choose Duplicate. Hold down the Alt button, then press your numeric zero (0).
Each time you press the 0, it will start to enlarge. When you get it to the size you want, then click on the "mat" that you just made, and move it off the original design.

If you just want a shadow, the new upgrade in SCAL can do a shadow. You can make more of a 'mat' style by changing the number to the right of the shadow function. All are found in the properties box of SCAL.
