Make "keep proportion" the default selection AND scale by %

I would like for the "keep proportion" on the shape properties window to be checked by default.

And also, I know it's been asked before, but my life would be soooo much easier if I could scale shapes by %. I can't emphasize that enough.

Maybe have an option could be on the Preferences window to let you set "keep proportion" property as you want it.
