need help converting to svg

I found this online and one place it says it's an svg but cannot get that to load in SCAL2.
I then saved it as a jpeg but because it is colored ( I think) I cannot convert in inkscape.
Can anyone convert this for me and also tell me how to do this in the future ( maybe there's a tut out there?)
I really don't care or want the sky but do want the pumpkin, zombies, and the rest.
