I use PSP to create my black images ready for creating into svg files in Inkscape. I do paper piecing images in PSP too and then open in inkscape.

so the answer would be yes - you need both!
I have PSP X2 and it will read but not save as .svg. svg is a vector format PSP isn't a vector drawing program. XARAwill save as .svg as will Illustrator.
The easiest thing to do and the one which gives the best results is to prepare your images in PSP, save as jpeg then open and trace in Inkscape and save as svg. This alows you to take advantage of all the lovely shapes there are in PSP and also do some 'faux' welding. Use solid black shapes and letters, push them together, save as jpeg ad trace in Inkscape.
