I did this in Illustrator, so I'm not sure how it would be done in ink. Maybe somebody can translate.
1. Scale your letter to size and make a copy of the letter.
2. Place the letter on top of the pattern and crop so that the pattern is cut to the shape of the letter.
3. Add stroke to the copy of the letter and outline the stroke.
4. Place the stroked copy of the letter on top of the cutout and merge the artworks.
That's how I did it. Crop could be called something else in Ink. Exlude maybe, I'm not sure.

You make your background pattern and your letter. There are some dingbats that would work for the pattern.
Convert everything to Path
If you used more than one dingbat for the pattern, use Path/Union
Place the letter where you want it cut from the pattern
If you want a solid outline, duplicate the letter (control D when the original letter is selected)
Select the pattern and one letter
Path/Intersection.
Select the remaining letter
Set the stroke to a width that you like
Path/Stroke to path
Select the patterned letter and the outlined letter
Path/Union

Thanks Todd & Heather!! I'm saving your instructions for later use! I'll be unemployed (my own wonderful decision LOL) the end of the month so I'll have plenty of time to be more creative and learn more of these programs!

I have a lot of patterns loaded into PSE. I'm guessing you could do your pattern work there, then import the graphic to inkscape and create your svg. Getting all the paths is new to me, but I'm getting excited about learning after seeing this. Awesome work!
