I finally have figured out to get a scanned image. (jpeg) image of the stamp set NOW what I want to do is just cut the edges. Not all the little specs inside the image. Just the outside and then I will stamp the image on that? So how do I get it to just cut the sillotthe (i guess) is what you would call it?
Thanks for your help!
ok Help I have finally figured some of it out!

Can you be a little more descriptive or include an image so that we can better understand what you need help with?

If you use Inkscape, the easiest way should be to trace your scan, select the trace, then use Path/Break apart. Click off the traced Path, then click on the outer part of the trace and move it away. You should be able to delete everything that was left behind. If your outer piece still has some white areas that you don't want to cut, you probably need to connect some lines. Either use the node tool to drag nodes or lines, or use one of the shape tools. Select all, then Path/Union. Repeat again from the Path/Break apart.
If you want a little space around your stamp, use Path/Outset or Path/Linked offset. Linked offset requires that you convert it to path (Path/Object to path) then in your case you would delete the original path.
If you have SCAL2, you can trace directly there, make sure that the "Break apart outlines" box is checked. Trace the image, then close all of the eyes next to the layers except for the one for the outer shape. HTH

I don't have scal2 so this is a guess, but can you just use the scan you get and then check blackout to get rid of detail you don't want to cut?

Again, i don't have scal2, but an svg is ready to be cut without tracing. Only bitmaps such as .JPGs need to be traced. So maybe it is because you are trying to trace something with an .svg suffix that you are getting the error message.

Kay I have it in inlscape and it is all blacked out as a svg file. When I import it in to SVG2 it has all the cutting lines inside the image. I just need it to cut all the outer lines of the image?

When you view your image in Inkscape set your view to outline.. then you'll get a better idea of what needs to be removed..This is where you hit breakapart if you want just the outline view..

My Inkscape is out of commission for the time being so I can't look at the file, but try what I suggested in my first post. Set the imported SVG to "blackout" on the properties tab in SCAL and preview to see if that gives you just the outline you want to cut. If not, then do what Sweetness suggested. Take it back into Inkscape and view it in outline mode so you can see the detail lines and delete them.
