Thanks for the advice. I was able to fix it by using the paint bucket. Still not positive I can do it again but when it does happen I now have a better understanding of the problem and how Inkscape works.

go to view--display mode--outline. when you do this on a jpeg or bitman, it will be blank until you trace it.
