I am a new user of SCAL. What are the copyright policies of using cut files for cards, etc., that I sell for profit?

You have to have design the image yourself, or get it from someone who owns the rights to it in order to be able to sell it. Designs that you can buy have varying policies on rights, some even sell different levels so you can get commercial rights by paying more. If you see something you like here and want to use it commercially, you can ask the poster where they got the original image and if it is OK to use. If you want to steer clear of trouble, don't use anything you don't know the pedigree of.

Basic rule to copyright is that is should not be copied anyway
