I have been trying path union and I just cannot make it work. Can someone explain to me what I am doing wrong? Here is the figure and thank you for your help.

I don't see your screenshot. After selecting a file to upload, make sure you select Add the file and then maybe verify that you see it after you post. I'm happy to help. Also, what would be beneficial is if you do the following:
Change to Show Outlines only on the Document panel.
Show your two overlapping shapes and then show a copy of them right below it.
Apply Path>Union after selecting both shapes (either the upper set or the lower set). That way I can see what, if anything happened.
We'll get it figured out!

The most likely reason for paths not to union into one solid shape, is that one or both of the paths are not closed in the first place...so check that they are.
In the preferences, make sure that the fill with colour is only allowed when paths are closed. This makes it obvious if open paths are the reason for union failure.
