Die cutting edges of paper?

Hope this question makes sense. I'm looking for a way to cut out only the edges of the paper to make a pretty border on a 12 x 12 sheet. Like the "Mini Monograms" Cricut cartridge, that will cut the 12 x 12 paper to give you a full sheet with a scalloped circle or square edge, but I'm looking for the border to be a graceful florish type of look, kind of like victorian edge scissors. Would like to press "fit to page" on the expression, and get a full sheet with a pretty cut edge.

The only problem that I see with this is that once you create a fancy-edged frame and then remove the center, you also remove most of the character, and leave the shape looking a lot like a scalloped frame. Regardless, I took a few tries at it. I have not cut them, as I am at work...

One is a torn edge - not exacatly what you wanted.
2 were flourish types that I removed the center detail
The last one is where I left the detail... if I had erased all of the fancy part it would look similar to the one above - sort of scalloped.
