New vs of scal released scal4

I saw this on facebook. It is not for ecal but for scal. It is scal4 for about all cutters except eclips. It has some really cool features....bulge, wrapper and so much more. Interface is different but poking around is worthwhile. I only have the eclips so I downloaded the trial vs just to take a look. Hoping an ecal vs is released soon.

I read on FB that if you have scal 3 you could upgrade to scal 4 for $19.99. Anyone know if this is true? I can find any place on the website to upgrade.
