I am glad to see your hat and tool because I made the birthday card for my son and he is a plombier and I tried your file but I can't cut it. It cut very fast and pass over and over the lines and he tear it. I am not sure you understand my english but I trie.

Try this one. The problem was that I needed to select all objects and go to Path -> Object to Path. There were some items that were on the path (those you saw in the right places) and some that were not. Oh, I also moved them all to the top layer.
