Help with Design in Inkscape

All,
I created this design in Illustrator and have tried everything to blend the entire thing together. However, for some reason, when I import into SCAL 2 it is still showing the other figures to cut below the top block. I can't figure this out to save my life.

When you view your svg in inkscape in outline mode (View - Display Mode - Outline) you will see all the cut lines.
To solve this you will need to weld the objects so that they become one.
I would start by making sure that your Fluer De Lis is one object (weld together). At the moment yours is a lot of indidual objects.
Once placed all your fluer de lis weld them together.

I have had ago cleaning up your file and here is my attempt. Couldn't do too much with the smaller one.
I ended up Union and Exclusion options if that helps.
