Hi, take a look at INKSCAPE
http://www.inkscape.org/download/
It seems to be the most popular FREE software pkg.
It is not easy to learn since it is full of wonderful features for graphic illustrators and thus more complex.
It is akin to Adobe Illustrator.
Good Luck and welcome to the "club"

This site has both Bugs Bunny and Road Runner.
http://vector-cartoons.com You can download up to 3 images a week. Download the wmf versions, open in Inkscape, separate by color, and save as svg. Don't be intimidated by Inkscape, it really isn't that hard once you get familiar with the one or two quirks it has. HTH

I imported a Bugs Bunny with the wmf extention, chose trace to bitmap and the dialogue box came up. I chose colors 6 scans and it wouldn't give a preview and I hit ok but nothing happened with the picture. How do you separate into colors?

It's already a vector, so trace won't work. Select the image, and either right click and select ungroup or use the menu (Object/Ungroup) until the message bar at the bottom of the Inkscape window doesn't list "Group". Then just select the pieces and move them by color. HTH
