Having Trouble Turning jpg into a vector I can fill with pai

I have tried several times to get this, and I am at my wits end. I watched both of Kay's tuts on painting a coloring book page, and seperating the bee jpg, but I must be missing a step, because nothing is working. Can someone reply and tell me, step by step, how to do this so that I can copy and print it up to use? I would appreciate any help.

You do not turn the jpg into a vector to fill with the paint bucket. The paint bucket turns the jpg pieces into vectors as it "paints" them. For this to work you have to have in the visible window in front of you a section of one solid color (or pretty close to solid) or white bounded completely by another solid color. If there are small breaks in the boundary you can choose small medium or large from the fill gaps menu so the paint won't "leak". If the inner color is not perfectly solid, turn up the threshold number. I start with 2 for black and white or 5 for solid colors. The higher you go, the more forgiving it will be of variations in color. Be sure the shrink/grow setting is on 0 or close to it. Large numbers will make Inkscape choke and for some reason this number changes for no apparent reason. This technique works best for images like a coloring book page or a logo. If you have more detailed images, you might need to try another technique.
