I was wanting one too, so I tried my hand at making one. I haven't tried cutting it yet. It's posted on the SVG forum under Miscellaneous. Let me know how it cuts!

I tried modifying the file folder to hopefully get a more rectangular shape this time and get the tab sized proportionately. I haven't cut it yet.
