Craft Edge

That's a really low res image to try to trace. If you can't read it, there is no information there for Inkscape to use to make a trace. This is mostly fonts. If you can't get a higher res image, your best option is to find the fonts and re-create it.

So I won't be able to do this in just the green, black, and white and just omit the words under Howe? I really don't need the black behind the green wording or the little section that says Howe. I can't seem to find a higher resolution for some reason.
