Before purchasing this software I want to make sure it does what I want it to do. Can someone please tell me if there is an autotrace function. If I pick a clipart will it automatically trace and then cut it out? thanks

No.

We use Inkscape to do tracing, or peel apart layers, or to basically enhance images as needed. Inkscape will allow you to trace and create svg files from clipart.
