Selection Tool Doesn't Work After Using it Once

Hi everyone, I hope someone can help me cause I'm going bonkers. 
Here is what I'm doing and for some reason it only works once. I have a file open and I want to add some stuff so I select it all and ungroup it. I make a circle, I size it, I put it where I want it then I copy and paste it to the second spot I need it on. When I select the circle the first time, it allows me to edit it and do whatever, but if I change my mind and want to select it AGAIN it doesn't work. I click ungroup again, I click the arrow again, I clicked break apart and nothing allows me to re-select it. Oh and it has not been welded either. Any help would be SO appreciated. Oh and when I try to GROUP it again, it doesn't do it either. So I select the whole thing, click GROUP and it remains ungrouped.
