I need some help here. I am thinking this would look cool if each color of the flower could be cut with it's coordinating frame. I have the Black one finished, but not the other two colors. Any suggestions?

I'm not sure what you're asking.
To me it looks like there is a black inner frame. This is also the shadow/underlay for the colored flowers and leaves. So that entire frame & underlay looks like it could be cut as one piece.
Now, all the colored parts look like they are separated from their frames by a bit of black. So you could probably lay things out such that the colored parts and their frames would cut at the same time, but they'd be in separate pieces.
If I were tackling this, I'd likely use the magic wand tool in GIMP or Photoshop (Inkscape has tools to do multi-colored tracing too, but I haven't mastered those), convert the selections to paths, and save the paths as SVG.
Hopefully you have a better source image. The one attached is very small and full of compression artifacts making selecting the various parts difficult.

I have been thinking about this and I am thinking two Black cuts. The bottom one and one for the top. This way I can weld all the Green and Red together. I will play with this on my big screen tomorrow.
