I have a Question and hopfully someone can help.

I have been tying to cut out the stockings the one with the swrils on it, and when I try to cut the swrils part of it out of patteren paper it tears the paper up.
Is this patteren to detailed to cut at a 3 1/2 inch size? or what am I doing wrong.
