If you are trying to open them in SCAL, you go to File>Inport SVG. I have Inkscape installed on my computer and I configured Windows to open it when I double-click on a .svg file. Before that, they were opening in Explorer and sometimes I couldn't see the complete file.

That's why I have inkscape...To SEE .svg files before I save them. I'm an inkscape dummy and don't use it for anything but a viewer...

Do I need to get inkscape in order to download, see, and cut SVG files that I get from other people?

No, you do not. Having Inkscape is just 'easier'. For example, if someone posts a .svg file (without an image of it showing), if you have Inkscape installed you can just 'right click' on the .svg file and choose 'open with' Inkscape and you can then 'see' the .svg image. You can also configure your computer to automatically open .svg files using Inkscape. Check out your computer's instructions for 'file association' - you want your computer set to 'associate .svg files with Inkscape'.
