can anyone turn a jpeg photo into a SVG file for me?

I have a picture that I'd like to turn into a SVG file and have no idea how to even start. Can someone tell me how, or would anyone be willing to do it for me? I'd like to learn how, so if anyone has the patience to tell me step by step I'd appreciate it.
FWIW, I'm using Paint.Net, not photoshop.

A very big hurray for you from me also. I am sorry I didn't get back on line I had a horrible migraine and couldn't function. But I am happy you got it accomplished. I have a notebook that I just scribble in to keep track of all I learn in inkscape. I will try this weekend to put it in order and send you some information.
