Hi, this one and a few others can be found on this site. They are FOR SALE, not free. and under copyright. I'll keep looking for free ones, maybe someone has them.

It is the decal not a file. You could, as GJ suggests start with a stick figure family and add the flag and whatever embellishments you need.

Help is here if you find a family you like and need help adding things to it.
