Have SCaL1-new $ for SCaL 2?

I have a registered version of SCaL 1. Do I need to pay a new license fee for SCaL 2? I would have thought it would be considered an upgrade, but my previous registration info is giving me an error message.

Yes you will need to purchase SCAL2. It is so significantly different from SCAL1 it is considered a new release not an upgrade.
All upgrades within a release i.e. SCAL2 are free as were the ones in SCAL1

I have SCAL1 and will be buying SCAL2 shortly. My cricut is 2.32 will SCAL2 work with this?

I bought SCAL2 downloaded and activated. I don't know why I waited so long
