Do I need Inkscape to be able to download .svg files?

You can save a svg file and you can open it in SCAL. Inkscape is a free software package that allows you to work with the files.

You do not need Inkscape to download SVG files. If you need to tweek an SVG file, you will need Inkscape (or Photoshop or other graphic file editor). You IMPORT SVG files in SCAL, you do not open them. You can open only SCUT files in SCAL. HTH
