Craft Edge

I currently use design master with my craft robo, but have now bought a cricut expression as well because it can cut much thicker material. There are two features on the DM software that I use all the time but do not seem to be in the SCAL. These are a shadow/outline/inline feature and frame (with decorative effects, like fancy cut scissors). The features are so invaluable. Is there any chance?

There is a shadow feature. I'm not sure what the other two features are the you mention to know if they are in SCAL or not.

outline - I think you maybe refering to the blackout feature? The blackout feature will just cut the outline. You will find the blackout feature in the same dropdown menu as shadow.
