Is there a circle shape that has an inner and outer circle like the letter o. I hope I am asking this question so you understand. Thank you so much

No, but you can use the circle from basic shapes, make 2 of them in the sizes you want for inner and outer, select them both and then use the alignment buttons to make them concentric. Then group them so you can move them where you want them.

I tried that but the problem I am having is when I over lap the ovals into say in a number 8 configuration and weld the inner circle is not visible. If I do the same thing to two O's they are only welded where they overlap. I may be missing something so parden my ignorance.

you have to drag a square around it first... from way off your image, click and drag then path, union... try that?
