Inkscape saves files as .svg. SCAL saves files as .scut.
So if you design or open some sort of artwork in Inkscape, trace it and clean it up; you will then save it and it will be an SVG! hope this helps!

There are several different ways to make svg files. It depends on what you are working with (line drawing, pdf, just an image in your head) and what you want to create. Firstcut has a guide to tutorials by image type on her blog.

You don't need to start with an image, you can also create svg files using shapes, spirals, or the bezier tool. You might want to take a look at my tutorials explaining the Path operations.
Inkscape Path operations explained - Part 1 and
Inkscape Path operations explained - Part 2.
