If you click the paint bucket on the outer black outline then path>break apart then path>union it should eliminate all the inner parts. You can do this with a trace, too. Not always a better technique than eliminating inner pieces by selecting and deleting but sometimes it works great. Depends on the image.

Thanks everyone for the help. That worked fine. I played around with another of Dustin's free images in inkscape today and uploaded the Santa cut file so everyone can check out Dustin's adorable characters and try cutting one of them. Haven't had time to cut it out yet as I just finished it right before dinner. Here's my post if you want to get the cut file I created:
