After you break it apart, you need to delete all of the inside pieces or they will cut. Try viewing the file in outline mode in Inkscape to make sure you deleted all of them.
Blackout didn't work on the svg file I tried in SCAL2, but if you have SCAL1 it should work there.

I tried blackout on a different svg file today in SCAL2 and it worked. It looks like SCAL2 blackout only works on svg files that don't have layers.
