SCAL2 does import svgs at their actual size (make sure you have the dpi setting correct for Ink or AI) and it now has layers! I am still stuck with SCAL1 (Mac) so I don't know if the accuracy has improved but I doubt it because I think this is a hardware issue.
For anyone trying to do exact sizing work with SCAL1, here is an excellent workaround.

yes, version 2 allows you to use layers in SCAL. If you group all of one color in Inkscape (even ONE object of ONE color) it will come in on it's own layer.
