How do I change clipart (gif) into a svg file???

The princess one I have that font. The font is called Coventry Garden Font....Since you like it you may want to download it

Do I need to get inkscape in order to download, see, and cut SVG files that I get from other people?

I saved a SVG file in my computer....it downloads it but when I want to open it up it says windows cant open it ....what am I doing wrong?
