Could someone please give me instructions on how to outline an image?

I am trying to make a state car decal and want it to have two colors.

i.e. the state of Georgia, the inside red and an outline around the state in black.

I am trying to trace a detailed image into sure cuts a lot but can't get the image to come out clear. I have tried changing contrast, unchecking alpha channel, and changing single line threshold but still can't get it clear enough. Can someone help me please?

I am using SCAL4 and need to know how to "arch" word(s).

could someone please give me detail instructions on how to edit just one word in a paragraph?
I want to change the font and size and when I highlight the word and change the font it is changing
the spacing and not allowing me to change change the size of that one particular word.
